The crime is now being various diversion all over the world.
Crime can not be eradicate but reduced!
Main contol mainly exist on the responsibility and aware of a civilian to reduce crime

From, Code of criminal procedure: No one can tell any individual or can treat a individual as criminal until he/she prove as offender to an offence in the court. The responsibility to prove a person guilty is on public prosecutor or complaint party.
